In the 1920s, legal problems began to mount for Garvey whose UNIA had come under increasing scrutiny from the FBI. Robert A. Hill writes in Volume V of the Marcus Garvey Papers (pp. xxxv-xxxvi), "As a means of furthering his legal appeal, Garvey also mounted an extensive letter-writing campaign to U.S. Government officials, enclosing copies of his latest book, Philosophy and Opinions . . . the first volume of which appeared in December of 1923 . . . the [second] volume was subtly edited to enhance his image among the white public."
